TwigDebugBar should decorate DrupalDebugBar and not extend it

Problem/Motivation

The service is not decorated properly, this means other modules can't decorate it as well.

Proposed resolution

TwigDebugBar should get the original debugbar.debugbar service as a constructor argument and decorate it.
