Move the group permission UI to a submodule

Motivation

Modules like Group Permissions Parameter → , Group permissions template → , and Group flex → are using the group permissions module as an API. It is not necessary for them to use the UI in order to override the permissions for group.

Proposed resolution

Move the UI for group permissions to a new submodule e.g. group_permissions_ui. What should be moved:

• All group permission forms
• Routes
• GroupPermissionsController
