Postponing until we get that cool new split button.
Thank you @mherchel for pointing out that Drupal 10 may eventually have a new widget to replace the drop button called split button. Splitbutton will be more flexible than dropbuttons by using an array of buttons as it's children instead of links. The use of buttons is interesting for our use case as those buttons could be extended to allow checkboxes to provide the user the knowledge if the localSetting is toggled on or off.
The road to get splitbutton into Core has been long and winding. We can track it here → . When this gets in we can look at our implementation of the settings button and consider using a splitbutton instead.
