Implement PluginFormInterface, ConfigurableInterface for Rabbit Hole behavior plugins

Problem/Motivation

For now, Rabbit Hole plugins have custom solution to define the plugin config form and save plugin values into behavior setting config or "Rabbit Hole" field. I believe there is a better way to do it, as there is PluginFormInterface in Drupal core, that defines 3 methods: buildConfigurationForm(), validateConfigurationForm(), submitConfigurationForm(). It should allow us to get rid of custom implementation and follow one of the best practices.
