Add dependency to betasite_switches on main module

Problem/Motivation

The betasite_switches submodule has a service "beta_switches.manager" that has an argument "@betasite.manager". However, when loading config that has the module installing for the first time, it can't find that class, as it's getting loaded before the betasite module.

Proposed resolution

Add a dependency for the main betasite module in the betasite_switches submodule.
