ReplaceCartBlockCommand should use existing block

Problem/Motivation

The ReplaceCartBlockCommand re-renders the cart block to update the count. It currently does not check to see if the block is enabled, nor does it render with the settings that have been configured for the block.

Proposed resolution

Check to see if the cart block is being utilized, and if so, load the block and render it with the configured settings.
