Allow Whitelisted Addresses to Avoid Reroute

This patch works, but only if you've got "Send mail to default mail" turned on. I'm attaching an updated version of the patch that also works if you're not using that option as well.

One more update here to also check all the cc and bcc addresses. The result is that the whitelist only allow send if ALL recipients are whitelisted, which may suggest adding some more clarifying language on usage.
