1. Add operation link to /admin/people page using view module.
2. Create a new role called site_manager.
3. Assign 'setup own tfa' and 'administer users' permission to site_manager role.
4. Create 2 users with site_manager role: site_manager1 and site_manager2
5. Login with site_manager1 then go to /admin/people page, will see TFA operation link on site_manager2 row.
6. Login with site_manager2 then go to /admin/people page, will see TFA operation link on site_manager1 row.
