Set the default branch in Gitlab to 2.x

The default branch for this project needs to be updated to `2.x`. I don't have permissions to do this and there currently appears to be no way to grant a maintainer these permissions, even as a maintainer. I've created an issue in the Drupal infra project: 📌 Co-Maintainers Cannot Change Default Branch Fixed
