composer require is not working

Hi,
thx for the module I havbe the following Problem:

Problem/Motivation

I tried this without success:
composer require 'drupal/eu_cookie_compliance_matomo:^1.0'
This is working:
composer require drupal/eu_cookie_compliance_matomo
Info: I have to use composer 1 at the moment for this project. But the composer require command is working for other projects.

    Hi,
    composer require works with Composer 1 and Composer 2..
    Could you try again?

    Hi, as this was a windows composer problem we can say that the module is working as designed.
