Hello, as far as I can remember this region is only used to put facets on the product list. It is not rendered on other pages (as it collides with full-width paragraphs).
If you wish to have it, you have to override the page template in your subtheme.

OK I understand about potential conflicts with full-width paragraph. But in fact, we would need the sidebar_left on every route starting with /user/* where we will not be using a paragraphs section. Can you provide more details or an example on how to achieve that please?
