Message "You don't have sufficent permissions to use the DropzoneJS uploader. Contact your system administrator"

Problem/Motivation

When a user does not have permissions to use DropzoneJS, the dialog box does not show the "standard" file upload interface. Instead, it shows a warning message "You don't have sufficent permissions to use the DropzoneJS uploader. Contact your system administrator"

Steps to reproduce

• Create a paragraph type with a field of type "Entity Reference" that allows for upload of files/images.
• Create a user without permissions to use DropzoneJS
• Try to add a content of the type created and try to upload a file

On DropzoneJS version 8.x-2.5 (Drupal 9.5.8), it shows the standard upload file button.
On DropzoneJS version 8.x-2.8 (Drupal 9.5.9), it gives the warning message.
