Circular reference detected for service "plugin.manager.mail"

Hello,

I'm encountering a website down issue when clearing the cache on the website. After doing a core security update from 9.4.5 to 9.5.8
PHP Version: 8.1.14
Web Server: nginx/1.21.6
Database Version: 10.4.25-MariaDB-log

I have tried checking the community issue queue but no luck. Kindly find the error below and thanks in advance.

Error Log:
Symfony\Component\DependencyInjection\Exception\ServiceCircularReferenceException: Circular reference detected for service "plugin.manager.mail", path: "webform.email_provider -> plugin.manager.mail -> logger.factory -> logger.watchdog_mailer". in Drupal\Component\DependencyInjection\Container->get() (line 147 of /code/web/core/lib/Drupal/Component/DependencyInjection/Container.php).
