Problem/Motivation

pdf_api 2.3.1 contains a fix 🐛 mpdf dependency of psr/log blocking Drupal 10 update Fixed that is required to unblock installation on Drupal 10.

Proposed resolution

Explicitly require at least ^2.3.1.
