Role based limits

Interesting module!

I dont need it yet,but in the past I had a situation where spammers would create accounts and post spam. This type of module would help there,but a feature limiting the number of total messages a user of a specific role could make would be auseful addition.

Use case
New user: limit to 1 message. Once approved, new role is added to user who has a higher limit/unlimited.

It may need special handling for the authenticated user role as setting the limit on this to 1 should not then eg limit users who are validated to still also be 1.
