Update Behat tests to work with revamped local-dev env

Problem/Motivation

Many of the Behat tests in this project require a site built in https://gitlab.com/consensus.enterprises/drupal/config-enforce-localdev

We've recently updated that project to use DDEV. In doing so, it became clear that there were some tests failing due to assumption about how that site was working.

Proposed resolution

I'm updating some of the tests here to either get them working, or mark them @wip, so that our Behat test suite passes again.
