Update config_devel patch to latest iteration

Hmm, it looks like I must have had an older commit checked-out. It looks like the diff of my commit only changed the label of the patch.

So, nevermind, I guess. Sorry for the noise.

I reverted the commit in 1.0.x that I assume was a mix up as part of this issue, which I noticed as I'm working on tagging and releasing 1.0.3 of both modules.
