Migrate from IU Framework to Rivet 2

Problem/Motivation

The IU Framework as a styleguide codebase is now considered legacy and Rivet 2 is the future:

Steps to reproduce

Proposed resolution

Remove IU Framework CSS and JS from the codebase, and replace them with Rivet 2 assets. Migrate all Twig templates in the IU theme to use Rivet styles.

Certain options may be removed from the theme, such as the secondary color, etc.

    After thinking through this, we've decided to create a new, separate Drupal theme called Rivet .

    For now there will be no direct migration path, because the Rivet theme will integrate with Layout builder for building and styling its components, versus the IU theme's use of Paragraphs.

    I'll leave this issue open as a reminder to follow-up later if we end up writing a true migration path.
