Config Entities created via post update migration are disabled

Problem/Motivation

The configuration entities created from the 3.x simple configuration via oauth2_client_post_update_4_0_migrate() are saving with a status equal to false.

Steps to reproduce

Update to 4.0.2 on a site that has 3.1-beta1 installed.
Run drush updb
Config entities are created and migrated but are disabled.

Proposed resolution

Explicitly enable the config entities in the migration.
