Conflict with aggregation

Problem/Motivation

Enabling JS aggregation breaks our custom js in certain cases due to missing Drupal object in Javascript.

Steps to reproduce

Seems dependent on a few factors to actually see the issue.

Proposed resolution

The core/drupal requirement for the replacement removal scripts is not really necessary.
With some minor rework, we can make sure the removal scripts can run without dependency.
