Import configs when modules are enabled

Problem/Motivation

Some modules rebuild caches during config imports (I'm looking at you ECK). This causes another config enforcement (see 🐛 Resolve config_enforce "looping" behaviour Closed: outdated ).

Steps to reproduce

1. Enforce ECK configs (especially with IEF).
2. Re-install the site.
3. Observe the looping behaviour

Proposed resolution

Implement hook_modules_installed().
