[UI] Improve form element on the `all-enrollments` page

Problem/Motivation

The first `fieldset` has extra top space.

Steps to reproduce

  • Go to the `/{event}/all-enrollments/add-enrollees` page

Proposed resolution

Should reset the stop space pf the first fieldset.
