How to create a 'Revoke access by role' rule using Rules in D9 ?

I am the maintainer of this module, but I am not able to help you. Hopefully somebody else will provide a better answer.

AFAIK, the integration between Rules and Content Access has never been properly documented, and portions of it probably don't work (I am unable to test). The project should have a co-maintainer providing support for Rules integration, but so far, nobody has stepped forwards. As a result of all this, I have decided to remove Rules integration from the Drupal 10 compatible version of this project – see 📌 Remove Rules integration Fixed .

You may want to check out ECA Content Access → as a replacement.

My use case is simple enough so I ended up using tac_lite → as a replacement for content_access + rules.
