Convert GitLabCI from drupalspoons template to use official d.o GitlabCI template

Problem/Motivation

We want to use the official Drupal GitLabCI/CD template instead of the drupalspoons one.

Proposed resolution

Replace the current template with the one specified at https://git.drupalcode.org/project/gitlab_templates/-/blob/1.0.x/gitlab-... and confirm the tests still work and pass.
