Adding new content and overriding the layout does not inherit the Context settings on the original layout from Layout Builder

Problem/Motivation

Unsure of where this is located, but when overriding a content type layout for a Node, the layout does not have all the Context settings that the parent has. This means you have to reconfigure all the defaults.

Steps to reproduce

Create a content type layout and add some Contexts.
Create a node.
Override the node layout.
The contexts are not set.

Perhaps this is a result of me doing local testing. I just tried to reproduce with the steps above, and the Context settings are inherited from the parent.
