Support "Third Party Settings" on section components

There is a patch in progress for core ✨ Support third party settings for components within a section Needs work that will deprecate "additional" and use "third_party_settings" for storing extra data on blocks (section component). It would be nice to have a patch in progress so that sites using the core patch can still utilize Section Libraries. Currently, any third party settings on a block are lost.
