Allow editor to select 'all' or 'only one' pass condition for a set of Contexts

Problem/Motivation

Right now you can assign multiple Contexts to a layout or block, but its considered ALL must pass. There are cases where you may want to assign multiple contexts, but display if at least one passes.

Proposed resolution

Add a new form field under the Context settings that asks the user if they require all to pass, or only one Context to pass.
