Remove locale:deploy drush command

Problem/Motivation

Since 📌 Make the custom translation file part of a normal locale update Fixed there is really no point in the locale-deploy drush command because it really is only drush locale:check && drush locale:update as we're no longer doing anything special for the custom translation file.

Proposed resolution

Remove the command.
