Blocks are not grouped into context_groups element

Problem/Motivation

When adding a group using the UI, nothing changes in the front end. No context_groups element gets outputted.

Proposed resolution

See the attached patch.

Due to the fact that some blocks are added using the lazy builder in the Context module, the ContextGroupsBlockPageVariant cannot determine which groups are visible.
