On the content type -> manage form display screen, I've selected the Paragraphs table widget, and I've set it to use the custom Form mode for my paragraph.
On the node edit screen, it uses the correct form mode.
When you use the "add" link when viewing the entity, it does not use the correct form mode. All the fields from the paragraph type show up. Including the ones I've disabled in my form mode.
* Set up a Paragraph form mode with a field disabled that isn't disabled in the default mode.
* Add a paragraph reference to a the paragraph type with the custom form mode to a content type.
* Configure the content type to use the paragraph tables widget in both form and display modes and use the custom paragraph form mode.
* Create an entity with an attached paragraph or two.
* View the entity.
* Hit the "add" link.
* You will see all fields for the paragraph type, including the ones you disabled.
