Propmpt for a top level component HTML class

Problem/Motivation

Prompt the user if they want to add a top level HTML class for the component.

Proposed resolution

Once we have the desired class:

1. Add it to the Twig file: attributes.addClass({{ top_level_class }})
2. Use it for the scaffolded CSS instead of the data attribute selector
