It's currently impossible to easily add filters, sorts, etc. to the shipping methods listing. We can use the same approach as the Commerce Promotions listing to improve the ui for admin users. See Commerce Core issue: https://www.drupal.org/project/commerce/issues/3248910 →
For shipping methods, we can add a separate Reorder tab, import a view, and provide "allowed values" for the shipping method plugin field so that a view filter for the plugin can be configured as a select list.
