composer/installers dependency error

Problem/Motivation

Cant install the module because composer/installers is locked at ^1.x 

  Problem 1
    - drupal/migration_notify[1.2.0, ..., 1.2.1] require drupal/core ^8 || ^9 -> found drupal/core[8.0.0-beta6, ..., 8.9.x-dev, 9.0.0-alpha1, ..., 9.5.x-dev] but the package is fixed to 10.0.7 (lock file version) by a partial update and that version does not match. Make sure you list it as an argument for the update command.
    - drupal/migration_notify 1.2.2 requires composer/installers ^1.2 -> found composer/installers[v1.2.0, ..., 1.x-dev] but it conflicts with your root composer.json require (^2.0).
    - Root composer.json requires drupal/migration_notify ^1.2 -> satisfiable by drupal/migration_notify[1.2.0, 1.2.1, 1.2.2].
