Multiple Encryption of Password in User Profile form which lead to user unable to login next time

As User go to User Profile form and change his password the password encrypts multiple times and saved in DB due to this Next time user not able to login. I Checked this in Drupal 9.5.8. In Drupal 8.9 it is working fine

I reviewed the patch. It fixes issue partially (not fixed issue for login form).
