Expand ConfigResolver tests to cover all config types we support

Problem/Motivation

@spiderman → swung in on #3352380-10: Add support for ConfigEntityListBuilder config forms → and left a card stuck to a wall using spider web, which contained a suggestion to expand the test added in that issue to cover other types of config that \Drupal\config_enforce\ConfigResolver needs to continue correctly detecting:

  1. Simple config
  2. Basic config entities
  3. Plug-in-based config entities

Look at code and tests.
