    The Composer and Ludwig are your only options. Unlike in Drupal 7, in Drupal 8+ libraries can not be installed manually.

    BTW... why would you want to avoid Ludwig as well? It's a simple UI tool everybody can use without any knowledge of command line tools like Composer or Drush.
