Send test exception

There is already a drush raven:captureMessage command for testing, but this sounds like a nice enhancement - feel free to submit a patch or merge request! :)

To get the ball rolling, here's a patch to send a test JS event

Added a test PHP event as well

Disable the test button if Sentry SDK is somehow missing

My only concern w/ this patch is that maybe it's confusing if it's on the settings page, but doesn't take into account unsaved settings changes?

Report send failure in the UI.
