Trailing PDF Template does not get added to the view

Problem/Motivation

Templates can be added to the view as a trailing PDF template but the template doesn't render in the outputted pdf. A template in the leading pdf setting works as expected however.

Steps to reproduce

Add a pdf template to a views pdf page as trailing pdf. Visit view page and the trailing pdf does not appear. I'm using a simple view that renders a single main page with a trailing pdf as page 2 and it doesn't display as it did in the Drupal 7 version.
