Prevent search engines/robots from crawling/indexing the announcement banner

After conferring with @drumm and @fjgarlin we're going to start with comment 3 and then potentially in the future audit other content types for meta descriptions / snippets for content types all make sense.

Moving to bluecheese where the change will be made so we can have a proper issue fork/MR structure.
