[PLAN?] Ways to more easily distinguish content type admin page and the content creation page

In 🌱 [meta] Fix issues found during UMN Usability Testing 2015 Active UX testing demonstrated the following:

It was not clear that the content type admin page and the content creation page were two completely-different things.

No proposed solution at the moment. Suggestions, brainstorms, prototypes, mocks, etc. welcome.

Also welcome: evidence that suggests this is be less of an issue than it was when it was first discovered ~8 years ago
