There is no administrative area

Problem/Motivation

Hi, I currently see that there is no administrative area for some countries, what can be done in these case?, since I need all countries to have the select field_address_administrative_area available: countries -> areas -> cities.

Example of countries without administrative area:

Ecuador
Albania
Noruega
etc
