Consider using 10.1's ScrollTopCommand

Problem/Motivation

I KNOW, we just committed the ability to remember the scroll position on refresh. I just discovered this change record → that reports that Drupal Core might have a solution for it.

I either might or might not be worth using it since our current solution is both clear and concise.

Let's consider using it and the advantages / disadvantages.
