Layout Builder Customizer library loading on non-layout builder pages

The Layout Builder Customizer library code loads on non-layout builder pages (such as node view or admin UI).

Enable LBC
Open any non LB page
Check code sources in web tools that `layout_builder_customizer.js?v=9.5.5` or similar is present

Creating a patch to only add library on layout build paths
