Configuration import not apply updated permissions to old groups

Problem/Motivation

Permissions on templates linked to groups are not apply.

Steps to reproduce

Export updated permissions and import in an existing environnement.

Proposed resolution

Check at config import moment to update all affected groups from updated permission templates.
