Allow pause/resume of event tracking

Problem/Motivation

Some tasks, mostly during deployment, potentially do things that cause DANSE to track such a huge number of events, that it doesn't make any sense. Example: rebuilding all permissions from scratch where DANSE creates an event for each permission being removed or added.

Proposed resolution

Provide a service that allows to pause and resume event tracking.
