Is there a call for creating a new webform from a template?

Hey bogdog400, currently there's no API call for that, what would this look like? An endpoint to create a webform based on a yml file (since webforms are config entities)?

Yes, perhaps from a YML or maybe a JSON block. Something that would let us create a webform remotely through the API just as we can create nodes.
