Impossible to hide from administrative screens and role check does not work.

Problem/Motivation

This fires within the admin, which it should not do. Especially since the roles are not enabled. This should be a quick fix to check if the page is admin or not.

Attaching patch.

This prevents it from loading in any admin route, and also properly checks roles.

Updated the patch for clarity. If no roles are configured the ad should never display.
