I'm going to commit this when tests pass on 10.0.x, having discussed this with @tedbow on Zoom and agreed that this approach will serve us well while being non-disruptive to the core merge request.

Well...I think the test failure is due to the fact that the only D10.0 testing option we have is 10.0.1, which is an insecure release. The test is failing exactly as it should be. But that probably means I can't land this until Drupal CI is updated.
