Problem/Motivation

Should change the bg-color of the footer on the cookie popup.

Steps to reproduce

  1. Enable the `social_cookie` module.
  2. Open cookie popup.
  3. Check the color footer(it should be #4d4d4d).

Proposed resolution

Change the bg-color from primary theme settings to #4d4d4d of the footer on the cookie popup.
