I ran into a problem when changing and saving workflow transition settings.
With multiple Email templates in place, do the following
Step 1) Edit transition that exists in a workflow.
Step 2) Uncheck the already checked Email templates and check the other Email templates.
Step 3) Save this transition.
Step 4) Edit that transition again.
When you try to edit the transition again, both the Email template that you unchecked in Step 2 and the Email template that you checked are still checked.
If this happens, the existing transition must be deleted and a new identical transition must be created.

Are you able to upgraded to 3.0.2? The transitions and templates have been overhauled and this problem should go away. Note this is not compatible with contrib Workbench Moderation.

I will try upgrading to 3.0.27 and see if that solves the problem.
